Happy Ressurection Day

 Bible Verse

Psalm 127:3-5 / Children are a heritage from the Lord, offspring a reward from him. Like arrows in the hands of a warrior are children born in one's youth. Blessed is the man whose quiver is full of them. They will not be put to shame when they contend with their opponents in court. (NIV)

Heightened Risk of Cyber Attacks on Critical Infrastructure

22 March 2022

To: All RRI Registered Radio Operators
Fm: James Wades (WB8SIW), RRI Director of Emergency Management
Re: Cyber attack risk

MEMORANDUM

As many of you have heard, U. S President Biden has issued a warning of potential cyber attacks on critical infrastructure. One can read an AP article on the subject here:

https://apnews.com/article/russia-ukraine-biden-technology-europe-7dfac9625e014c021a756ad2d5c93573

We recommend that RRI Registered Radio Operators and others in the traffic and EmComm communities plan for possible infrastructure disruptions. The same basic preparedness steps implemented for major natural disasters are probably sufficient:

* Ensure that spare battery packs are available for hand-held and portable transceivers.
* Ensure that fuel is available for emergency generators.
* Implement the usual emergency precautions for your family.
* When practical, keep your vehicle gasoline tank at least half full.
* Digital Traffic Stations, RRI-Winlink Gateway Operators, and SYSOPs responsible for Digital Traffic Network facilities should ensure that security software is up-to-date and risk mitigation measures are in place.

Also, please review the RRI "National Emergency Communications Response Guidelines," in particular the standard message formats specified in Appendix A:

http://radio-relay.org/wp-content/uploads/2020/08/RRI-NECRP-2020-8-1-Final-Approved.pdf

In addition to the possibility of cyber attacks on critical infrastructure, which could generate operational message traffic, an upcoming national-level emergency communications exercise will involve the use of the RRI-ICS213 Radiogram format. It is recommended that Registered Radio Operators and the traffic community review the following document and video at their convenience:

* Instructions for Radiogram-ICS213 Relay and Delivery:
http://radio-relay.org/wp-content/uploads/2020/09/Instructions-for-Radiogram-ICS213-Relay-and-Delivery-2020-9-5.pdf

* Radiogram-ICS213 Presentation - Video: https://www.youtube.com/watch?v=wzmYc2i4YTQ&t=2953s

While there is no need for significant concern at the moment, the capacity of foreign governments to penetrate critical infrastructure including utilities, the power grid and pipeline systems is well documented. Therefore, we should exercise a heightened level of awareness at this time.

Please feel free to share this notice with other members of the public service communications community.

Thank you,

James Wades (WB8SIW)
